For those having problems raising dexterity, I found that snooping is by far the fastest way

Hey I just looted my first halberd and I want to use the concussion blow. I set my primary ability key up and when I use it it says "You are not confident enough to attempt that". I've got 100 swordsmanship, so I'm guessing there's another pre-requesite that I don't know about?
